“SBI badge” and extortion: How Yuriy Mochonyi terrorizes Kharkiv entrepreneurs
In the realities of our country, many people prefer to pay. However, the scandal broke out not after Yuriy Mochonyi, an "employee of the State Bureau of Investigation", started collecting money from IT businesses, but after some refused to pay, claiming that Yuriy Mochonyi had nothing to do with the SBI. The scandal went public, completely confusing everything.
So who is Yuriy Mochonyi, who introduces himself as a "SBI employee" and gives Kharkiv businessmen nightmares? The NACP’s list of declarations, which was finally made public by our country’s leadership, did not contain the declaration of Yuriy Mochonyi. Neither as an "employee of the State Bureau of Investigation" nor any other.
Instead, his name appears in other registers. His name is on the CEC website, where he is listed as a candidate for deputy of the Kharkiv Regional Council from the now banned pro-Russian OPFL. By the way, Mochonyi demanded that this information be removed from the Politkhab website.

The Opendatabot resource provides us with information that Yuriy Mochonyi owns a 50% stake in Aviatechnology LLC, registered in Kharkiv. The other half of the company belongs to a certain Mkheyan Edgar Abovovych. The authorised capital of the company is one million hryvnias, and it was registered in December 2023.
One might assume that the half-million hryvnia share in the newly created company is exactly the compensation that Yuriy Mochonyi managed to wring out of someone.
But his partner, Edgar Abovovych Mkheyan, is an interesting personality. And it is unlikely that Mochonyi could extort anything from a man closely associated with Yevhen Murayev. In addition to his stake in Aviatechnology LLC, Mkheyan also owns a stake in Pam House LLC and is a director of Altep LLC, whose ultimate beneficiaries are Olha Murayeva and Vadym Slusaryev.
Olha Murayeva is the mother of Yevhen Murayev, a fugitive MP from the Party of Regions and head of the banned pro-Russian party Nashi.
Vadym Slyusaryev is an even more interesting personality. He is the former head of the Internal and Personal Security Department of the Personnel Department of the State Border Guard Service Administration, a former assistant to MP Pshonka, who later became a member of the political council of the Servant of the People party and fled to Russia on 18 February 2022. Prior to that, he had become a co-owner of several of Yevhen Murayev’s businesses. And before the parliamentary elections, he unofficially, but effectively, headed Zelenskyy’s campaign headquarters in Kharkiv region.
How Slyusaryev and Murayev are getting on with Zelenskyy is unknown, but the fact is that it is unlikely that an unknown petty crook would have been able to squeeze a half-million share in the firm from Murayev and Slyusaryev’s partner so easily.
On this basis alone, Yuriy Mochonyi’s personality suddenly begins to play with new colours - he really was a petty crook and a loser until recently. But now something has clearly changed, if just a little less than a year ago Mochonyi suddenly fell from the circle of Murayev, who, although he fled to Russia, did not lose his influence in Ukraine and especially in the Kharkiv region, to the circle of Vadym Slusaryev, who is closely associated with both representatives of the Yanukovych clan and some prominent "servants of the people". And he returned to Ukraine last year without hindrance.

Apart from his ties to Murayev and Slyusaryev’s entourage, there is little information about Yuriy Mochonyi. For example, the list of proxies of presidential candidate Mykhailo Brodskyi in the 2010 elections includes the name of Hryhoriy Mochonyi. It is unlikely that this is the same person, especially given that Brodskyi was an outspoken spoiler of Yanukovych.
The court registers contain several administrative, civil and one criminal case in which the name of Yuriy Mochonyi appears. It was not possible to understand what the essence of the criminal case is, as the registers do not contain documents with the plot of the criminal case No. 42017220000000181, initiated on 01.03.2017 by the Dzerzhynskyi District Police Department of Kharkiv under Articles 186 ("Robbery") and 189 ("Extortion"). Yuriy Mochonyi is treated as a victim in these cases, and the case has not yet been closed and there is no verdict.
In civil cases, debts for utilities are being collected from Yuriy Mochonyi: in 2021 - 10,231 hryvnia 20 kopecks for electricity (OSOBA_1 is Yuri Mochonyi).
And in 2022 - 58,706 hryvnia 94 kopecks for heating. OSOBA_1 is Yuriy Mochonyi, OSOBA_2 is his wife.

In this light, cases of administrative offenses, or more precisely, road accidents, for which Yuriy Mochonyi was to blame both times, look interesting. Once he did not give way to a Volkswagen when changing lanes, the second time he did not let go of a Lanos when leaving the yard onto the road. There were no casualties, but something else is interesting - the car driven by the persistent defaulter of utility bills, Yuriy Mochonyi. This is a Land Rover Range Rover, which means that Yuriy Mochonyi still has some money.
From all this we can draw the following conclusions. Yuriy Mochonyi, most likely, is not an “employee of the State Bureau of Investigation”. But it’s also unlikely to be called his actions a gag and petty fraud - he is associated with too serious people.
It is possible, of course, that neither Murayev nor Slyusaryev are aware of Yuriy Mochonyi’s actions to extort money from Kharkiv businesses. And, perhaps, he is aware, and he acts with their full approval. But those entrepreneurs to whom Yuriy Mochonyi promises problems from the SBI, whether he has a “crust” of this body or not, take his threats seriously: how Muraev is doing is unknown, but Slyusaryev has by no means lost his connections on Bankova and Hrushevskyi. And it is quite possible to organize demonstrative mask shows by the detectives of the State Bureau of Investigation, which has the bad reputation of being a force completely controlled by “servants.”
True, this raises a question for the real State Bureau of Investigation, the National Police and the SSU, but that’s another story. Which everyone also understands perfectly well.
